That's a very simplistic way of looking at it, but I guess, yeah. Impulsive decisions aren't always dumb, they're just made without much thought or planning. They could either end up being beneficial or detrimental.
In the truest sense, I don't think you can technically have a "compulsive decision", as it's something you have no control over, you don't really "decide" to do a compulsive behaviour.
