Except they're not the same. There are plenty of songs that don't hit #1 that sell more than certain songs that hit #1. This is a fact. Chart success and singles sales are not the same thing. This Is How We Do has scanned platinum unlike Birthday, yet Birthday peaked higher, for example. Same with Thinking of You peaking lower but outselling them both.
