You have to wait 90 days, not specifically 3 months. February only has 28 days, so you'll have to wait until 3:44 PM

That's strange. You aren't on mobile with your Javascript turned off, right? I know some people on here are doing that, which prevents you from accessing your My ATRL options.
Assuming that's not the case, and you haven't been banned from PMing for whatever reason, you should try
clearing your cahce/cookies and making sure you don't have any
unwanted extensions.
If the problem persists, come back and we'll try to figure it out.
