It's not literally losing listeners. However, because airplay is week to week and not a continuous build up, the chart always reflect how one week compared to the last. Otherwise songs would keep building up to billions of impressions and that makes no sense to show in the charts, even though it's literally happening.
Rolling is always occurring. But it hits harder when a major girl song premieres and has huge first day or two etc of plays.
There's no way radio can or will be able to play said songs another 1,000 times the same day next week, therefore it "loses" spins and audience.
Example.
Song A gets spun 1,500 times on first day from radio deal, with 15 million impressions. On January 1.
On January 8, song a gets spun another 400 times and gains 3m audience. This is lower than on the 1st, and when compared it loses 1100 spins and 12m audience.
However on the 9th day it will gain again (assuming just a one day deal), let's say another 400/3m.
And so on and so forth.
