Let me say one thing (and it has little to nothing to do with cactus' entry, I'm referring to another person)
When I'm scoring the songs, I do NOT compare them to one another. I score them for what they're supposed to be. For example, heartfelt ballads are bound to be more meaningful than sex songs (well, bar a few rare exceptions), but if someone submits a flawless sex song, they'll get a 9 or 10 and if someone else submits a not so flawless ballad they'll get a 6, despite their song being deeper than the sex song. It's all about quality and serving the purpose of your song.
