No, I don't think this was the plan. I've never taken the 'little by little" thing seriously- she said it offhand during a red carpet interview... she was flustered... it's not like it became the tagline of R8. She's literally never said those words again. In fact, she says something different in every interview 
I think the original plan was to release the album this spring in preparation for the Kanye dual tour. The problem is that neither of them finished their albums on time, and both are presumably 1) scrapping previously recorded material 2) still making more music. So the tour gets canceled, and any sense of urgency about having a deadline is out the window. She gets caught up in the HOME media blitz, releases BBHMM because she doesn't want to wait anymore, and then goes on another vacation for Jenn's wedding. If she's about to do some serious studio time, I imagine it would start after her trip to Cannes. She seems to do less starting and stopping with this album. Like, she does a big chunk of work and then takes a break. No more crazy schedules, everything has it's designated time.
The only problem with this theory is that she literally brought Kuk/her team to Hawaii... so she's still working, but obviously not as hard as she could be. If the album was done I think she would be more than happy to give us the cover and tracklist. She's already given us three songs and two music videos... I don't think she's trying to be secretive, she just doesn't have any set plans as of yet.

3 things :
1) Read or re-read her interview for V Magazine. She said : "the album is soulful, aggressive", "I'm in love with my interludes", doesn't it sound like the album is most likely finished or like 90% finished; and doesn't it sound like she's happy and excited about her album?
2) Her being in the studio doesn't mean anything. In Hawaii maybe they were just doing some mixing/mastering, finalizing a song, etc. And what Diplo said was not clear, we don't even know if he was joking around or not.
3) If she wasn't satisfied with the material she could've cancelled the release of AO, kept "James Joint" for herself, and simply give up on the whole album to re-record it. But instead they're doing this BBHMM & AO takeover thing and booking SNL.

Mess, I forgot James Joint existed. Good thing that I only listened to it four five times, so that it will sound fresh when we get the album.
