I think people say that because the margin for error in the music business is smaller than it was 5 years ago.
Ciara released 3 songs that underperformed along with videos for each song before the album came out. Add in all the promotion she received and her horrible numbers and 3 prior flops I can see why people are saying she is over.
If she had been on any other label like Interscope, RCA, Columbia, or Def Jam they would have dropped her after those first week sales or at the very least nixed any more single releases on the album.
