You guys do know you're allowed to put your own spin on songs? And really, you're supposed to put your own spin on it when you're creating a new version of the song.
It's boring. It sounds like someone handed her a piece of paper with lyrics and she just recited the words.

Um, hi - I don't know if you actually listened to the song (which is on Giorgio Moroder's album), but it's actually quite different from the original! The main production artist (Giorgio Moroder) makes electronic dance music if you listen
really very closely, and that's something not prevalent in the original song like... at all! I think that covers "putting one's own spin" on things. You know - with the "one" in that sentence being the main artist with the creative control here?
I guess I'm just a bit confused because your post only ever mentions a "she," which
must be Britney - a woman who was presumably hired and recruited for the express purpose of, as you call it, being handed a piece of paper and reciting the words. I mean, given that the original is quite intentionally more monotone and subdued - if you like, listen to it, I mean - it follows that a cover that seeks to replicate such a detached, observational tone would... replicate that tone.
Just thought I'd clarify!
