Actually Katy started wearing weird wacky outfits around the time of Hot N Cold in late 2008 and early 2009

At this point Gaga wore exclusively skin tight leather and wasn't really wearing anything wacky....only after Katy did it did she start to change her image

She also adopted the bisexual thing

And she sang the Born This Way chorus at the VMAs only after Katy had already released Firework with Teenage Dream
