It has to be Cece then. Marlene isn't mentioning A is a twin (she's posting pictures of these two boys to prove they're NOT twins, it seems) but she's saying that Charles is definitely A. Cece was a boy?
OR it's Ezra. I have no backup for this theory but he's the same age as Jason (or like a year or two off) and Aria's mother's twitter account (the actress) sent out a tweet that says "Does anybody know Ezra's middle name? Just wondering. #PLL #BigAReveal". It would explain how he has so much access to money.
We've seen A in plain sight, Charles will at least look familiar to us. It will not be a totally new character.
