A drunken stalker set fire to a Brooklyn building where he had cornered the object of his obsession yesterday, police and neighbors said. Carlitos Perez, 52, doused the door of the third-floor flat on Seventh Ave. near 20th St. with a flammable liquid and set it ablaze yesterday morning in his fixated hunt for Karen Richardt, police and neighbors said. "If he sees me talking to somebody, he'll go break their car windows out," Richardt told the Daily News. "He's a monster. He's insane.
