It isn't necessarily Vegas themed just because the shoot was in Vegas. I don't think her team would rehash an old concept; if they wanted to use a Vegas themed photo they could have just sent an outtake from the original Piece of Me photoshoot to Billboard.
I still think that the photoshoot was for the single cover and that they are using one of the outtakes for Billboard (or vice versa).
