And Ciara does need a pop hit if she wants to tour bigger arenas. None of those hits mentioned (minus Nicki and to some degree Usher) are big touring artists. They can't do anything in Europe or Australia either.
She needs pop to break those audiences and do real venues there instead of night clubs.

Do they do it often though? AATB is the one big hit they've had since Say Something took off.
And you're right in saying she'll need pop to infiltrate Europe (and her last album had a few great contenders) but she's still struggling in the US. Realistically I don't think her team will focus on anything but the latter, at least for now. Maybe collaborating with someone well-established in the UK would be a good first step though.
