But her hands are above her head, maybe in her hair. I think the camera is focusing on her friends in the background a bit, and then she looks at the camera and catches its attention cause she's really enjoying the song.

I'm pretty positive it's in a car park. It's definitely outside. Normally I just find gifs by googling them and adding "atrl gif" to the end of it. But I've been looking for this one for MONTHS and can't find it
