By using your method. Janet. is 6x platinum. No Madonna album in the 90s even went 5x platinum. Those other girls you listed aside from Whitney and Mariah (whom I mentioned) had like 2-3 hit singles which catapulted their albums. Janet's singles consistently went top 10 or #1 and her albums sold consistently as well.
Idk why you're bringing Cher into this. Cher came out of nowhere with that song. It's not like she was consistently slaughtering throughout the decade like Janet. Even so, Cher is a music legend, like Janet, so that only helps to solidify Janet as a legend and immensely better and more influential and iconic than Taylor Swift.

I didnt said Britney was bigger than Janet in the 90s tho, i said that BOMT era eclipsed Janetīs biggest era in the 90s. And that "Believe" eclipsed the biggest hit Janet had in the 90s
The others being bigger than her is a fact. Janet just cannot compete with Celineīs monstrous sales in the 90s, neither with Mariahīs. She was huge, but she was NOT the second biggest artist out there, which was the point i was trying to prove
