FFS probably went through many different iterations before they decided on what we have now. Especially when it's for major artists, a song could go through so many changes and they can all be little tiny ones. But everyone who touches the record in some way needs to get credit, even if it means only changing a few words or a melody or a guitar riff.
I have a engineer friend who explained it to me. It probably started as a demo by one or two writers, then sent to a bigger label team who made changes and sent off to Kanye and Paul and their team who finalized it and got Rih on it. End result is a bunch of writers who all only had minimal input to make the final product.
