Not really, ARTPOP would have sold like RR if it was released in 2009 since RR's biggest hit is 2x platinum and ARTPOP's is 2x platinum as well, and artRAVE is the bigger tour.
you keep mentioning Eminem, that doesn't mean anything she was featured in his song that's it, it's sad it didn't push RR sales to outsell GaGa, Taylor and Bey back in 2009 tho

Like RR, but 500k less than it. And once again, Rihanna is not sales driven. Here are some of her biggest hits:
Only Girl (In The World) 3,385,716 | What's My Name? 2,914,531
Diamonds (3,066,494)
Hardly what screams huge single sales.
Also Rated R was over months before the Eminem collab which surely did create hype for Loud, the lead single for which still has Rihanna's biggest first week sales. You can pretend Gaga is on the same boat all you want and set her up for disappointment, or you can simply accept that she won't have her Loud era next and just enjoy the music.

At the end of the day, Rated R was more successful than ARTPOP. The critics, the charts, the sales, and the general public have all came to that conclusion. Comparing where Gaga used to be when Rated R came out to where she is NOW that Rated R still exists is quite frankly the most ridiculous attempt ever  And the fact that Rated R still trumps ARTPOP in each and every category is nothing short of embarrassing. Get your life.

To the actual question, I think with the right promo and good music gaga can achieve big success. #1's are a stretch, but top 10 to top 5 hits for sure.

So many psychics in this thread.  The fact that people still don't get that anyone can make a big comeback with the right music, image, and promotion, is embarrassing considering this is a pop music forum and we've seen it happen over and over again.

Artpop sold 1.8 million copies WW. Rated R sold 3 million copies WW.
Rated R also produced a bigger hit ("Rude Boy").

 Mess, if Circus sold 4 million then so did Unapologetic. Circus ended 2009 at 3.4 million sold and I'm not seeing an extra 600k sold for her since then considering its singles are forgotten
Circus was a bigger era but we were comparing the eras' album sales which are similar.

Well.. Russian roulette and Rude Boy are platinum world wide hits. And Hard also went top10/plat in the US too..
Also Rated R is plat and Artpop aint.
The only thing bigger was artpops tour.. But gaga has always been a bigger touring force than Rihanna anyway so  sick of seeing monsters trying to compare

Ontopic.. she still has a chance at a comeback. Shes not completely done yet by any means and is extremely talented, i would like to see her back at the top again  (But im gonna need something epic like Bad romance or Hung up style lead single to take the world by storm)

RR went against what was on the radio at the time, ARTPOP catered to it.
RR sold 3 million WW, ARTPOP sold 1.8 million WW.
RR had 2 global hit singles, ARTPOP had 1.
RR had a #1 hit, ARTPOP did not.
RR had critical acclaim, ARTPOP did not.
Rihanna won multiple awards during the RR era, Gaga wasn't even present at award shows during most of the ARTPOP era.
ARTPOP, in feel and look, has more of a LOUD flair to it.
And even with heavy promo it couldn't even be half the era RR was.
So no, I don't see it for Gaga, sorry.

I don't believe Gaga can to answe the post.
And Artpop never sold 1 million copies in the US like RR did? Russian Roulette, Rude Boy, and Te Amo on a lesser scale did fairly WW.
The album sold 3 million.
And Taylor isn't really Rihanna's peer or at least wasn't in 2009 because she was doing COUNTRY music.
Pop Peers would be P!nk, Gaga, and Beyoncé.
Lastly Rihanna's album did much better than Artpop even though Rih's touring power was much weaker back then.
Gaga is in a different predicament, and she would never relinquish control to
Her label for an album.
