Strategy. Strategy. Strategy.
They should be thinking about how best to alter attitudes, win people back, get their attention, and then deliver details and material in the most engaging way. Then comes the more traditional promo. It has to start in advance so they have the media (and therefore, public) in their hands.
I definitely think Buzzfeed should play a part. Get 'best of Gaga' lists posted, ensure that people are reminded of why they like her as opposed to why they don't. Debut exclusive content/announcements to them and ensure they push it.
Spotify would be a valuable supporter, but she seems to be more in Apple's camp so iTunes exclusives (free track of the day etc).
If I were her, I'd get myself featured on a massive pop/urban collab to prep the oven, and if the goal is to debut at the VMAs then get the label to secure the Vanguard Award and a medley performance to again remind people of why she's great. Get them to push her in promos too, obviously.
It'd be ideal to have another major brand endorsement a la H&M/Pepsi, and if she could do some high profile appearances (cameo at a Glastonbury set, performing at the Tony's) then that'd be great.
The Gaga brand needs to be on point come release day.

Fewer death threats/wishing of AIDS, cancer, no Grammys, etc. on people from Monsters would certainly go a long way to mend overall image too. I agree with this comment except a potential Tony's performance - the show is a non-event, she'd be much better suited to being a special guest for a festival headliner (Glastonbury or Coachella).
