Probably because she was still on Disney Channel and could rely on her pre-packaged child/tween fan-base to help boost her sales. My guess is that once she left Disney, they weren't around to support her anymore (sort of like Miley with Can't Be Tamed).

Maybe she'll be able to slay next era. The Heart Wants What It Wants sounds very promising.
