Well, 19 was a debut and no one had any idea who she was prior to that. Plus, Rolling in the Deep started picking up steam right when the album came out and she seemed to be developing an underground fan base of the time, so that explains why 21 was an immediate success even before it received mainstream accolade while 19 was not.

Adele won a Grammy for 19 in 2010 so that was probably her first big exposure in the US and Chasing Pavements had become a 'hit' (using the term loosely) after 19 came out so it was just a matter of increased exposure following 19 and 21 having better promotion in the US. I see so many of her fans say that The Fame is the worst thing she's released and that Born This Way or Fame Monster EP is what made her a true artist/legend in pop.

It's like they don't wanna remember her for back when she was socially acceptable.
