If Teenage Dream is the scale of Katy's peak, I have to go with her, just because even though Teenage Dream was huge, and had 5 #1's etc, it was easily overshadowed by any hot song at the time, people like Beyonce, Gaga, Adele were all that were talked about at their peaks, I have never seen interviewers constantly mention Rihanna/Katy in interviews, asking other artists about them, because they were an unstoppable force in their peak, I don't think they've ever really held the worlds grip, they huge pop forces, but they haven't gone above and beyond to be noticed. Adele was literally asked about all throughout 2011-2012. Beyonce was constantly talked about even recently with the drop of the self-titled album, and Gaga was name dropped on like every pop girls interviews, even to rappers like Nicki Minaj, asking what they felt about her, if they liked her etc.
I don't think she's stable. PRISM sold less than Teenage Dream and her last two singles are her lowest-selling singles to date.

But those are just single sales, many of which have been outsold by the other girls. "Peak" includes everything, from touring to impact to sales and cultural relevance. Katy is simply at the bottom of the totem pole for now.
Katy or Shakira. Shakira's peak comes only once every 4 years while Katy's domination with TD was shortlived and there were other girls smashing on the same level as her during TD era
Shakira had a huge peak in the west with Whenever Whenever and Hips Don't lie. I can't at anyone who says otherwise. Out of the list, I'd say probably Katy.

OT: Katy's peak pales in comparison to everyone in the poll and she's never felt like a force. Her highest selling album is TD, which has sold as much as BTW and LOUD, Gaga and Rih's 2nd most successful.
Beyoncé and Rihanna haven't seen a peak as big as Brit, Gaga or Adele.
Shakiras peak was Hips Don't Lie and that was literally it. I know she's had hits before and since, but seriously.

What are you, 12 years old? Shakira's peak in the US was the Laundry Service era. In the rest of the world, she had several peak, maybe Hips Don't Lie (WW) or her breakthrough (Spanish-speaking countries) being the bigger.
Rihanna? She's never had a massive peak to me. Maybe Good Girls Gone Bad?
Katy Too I suppose. Teenage Dream was cute but the impact was small as hell.
Rihanna was really big during Umbrella and Good Girl Gone Bad, even if she's constantly smashing, she was massive back in 2006-2008.
Katy Perry, she's the one with the smallest peak, she could've gotten 5 #1s with an era, but still she didn't manage to have the impact the rest of the girls listed got.

Taylor's Fearless did about 9M
