Yeah. It's not like someone sits there checking every video, it's all automated. If the 7/11 video was not automatically picked up as containing audio of the song 7/11, then it's treated like any random YouTube video and the streams aren't sent to Billboard.
You can check it because the 7/11 on her VEVO channel says

"7/11" by Beyoncé ()
The one on her own channel doesn't say that, so this week's views might not count either unless they fix it.
