I think it depends on the rubric and standards. I mean, for mainstream acts like Katy Perry or Lady Gaga, it seems that way. They're not going to reach those numbers soon.
However, I think it's completely unfair to expect Indie acts like Christina Aguilera (specifically, Bionic & Lotus) to sell the same amount as a mainstream artist, and that the standards for Multi-Plat should adjust accordingly. If properly adjusted, Lotus is basically a Diamond album by Indie standards
These popstars can't even go 2x platinum despite having 2827627 #1 singles.
