ARTPOP is a hodgepodge of album concepts.
I think the pivotal moment was probably when it was decided it wasn't going to be about fame anymore, but a trendy dance/urban party album. Just a guess, but I imagine Applause and DWUW are probably remnants of the former 'Decay' album. DWUW was on the cutting room floor until (probably) Troy wanted it back to feature R Kelly on to coincide with his comeback album.
So, in came the ratchet chat, the sexy songs, the drugs and the urban features.
But then she went through a low period, and started injecting some darkness/love/fame in there with IWBWY, Gypsy and Swine.
I don't know where ARTPOP, Donatella, MANiCURE or Fashion! come into it, but I wouldn't be surprised if they were random inclusions. Fashion! seemed quite Troy-enforced with the Will.I.Am/Guetta production.
Then there's last minute Venus, which seemed like Gaga both rebelling in a 'I'll show them' way by creating it herself, and wanting a 'big Gaga hit' on the album. IWBWY becoming Dope was telling too, because that was another FU from Gaga.
In hindsight, it seems like Gaga had a concept, but was lead down different roads to please different people (fans included). It's no surprise she ended up arguing with Troy if he was convincing her to do things that he then criticised. He could have pulled a little monster trick and done the whole "She should go urban and get those party hits. Oh wait, they don't like it - guess it wasn't a good idea after all. You should have done ______ instead."
