You don't buy a second of this silly thriller, which at times strives to capture a "Homeland" vibe and at times inspires snickers as it clumsily attempts glib, fast-paced, "West Wing"-like exchanges.

You’ve seen it all before, done better at times, worse at others, and the presence of Heigl isn’t enough to make “State of Affairs” anything more than just another second-rate wannabe.

"I can't be here right now," Charlie says early in Monday's pilot episode. You should be thinking the same thing."
