I assign all of its sales to one year to make calculations convenient, but it wouldn't make much of a difference. For example:
Album A: 20M in 2011; Score = 20M * 2.90 = 58M
Album B: 10M in 2011 + 10M in 2012: Score = 10M * 2.90 + 10 * 3 = 59M
tl;dr: All of 21's sales counts towards 2011
