What I'm talking about is the top selling album out of all the albums released in a (actual, January-to-December) calendar year. So out of all the albums released in 1990, the highest selling one.

This is why, in the link you provided, High School Musical is listed as the best-selling album of 2006, yet Taylor Swift (also released in 2006) sold more copies overall. Of all the albums released in 2006, Taylor Swift was the best-selling. The same is true for every other Taylor album apart from Speak Now. Mariah, will hugely successful in the 90s, never dominated quite to the same extent.

MC Hammer and Madonna were #7 and #8, respectively. A slight change in tracking wouldn't have made a huge difference.
