They can, but the question is HOW? What message was Nicki trying to send by assuming the position of Hitler. She didn't make the video though. It says clear as day at the end "A Jeff Osborne piece". He made the video + animations and sent them to her team. TMZ has picked up the story from others (yes others have joined in) that have expressed displeasure and outrage. This exploitation should never be swept under the rug.
