Whitney's biggest downfall was not writing her music (she has writing credits on a few songs), and of course, her fall from grace due to her drug issues. But Whitney was indeed looking for wealth and very business savvy.
That does not mean she was business savvy at all. She was not.

Celine was a puppet, too. She's still married to her manager (and supposedly the only man she's ever been with), that should speak volumes. But I don't really see her a businesswoman. I don't think she's ever released a product that wasn't music-based or endorsed anything. She knows how to make money by doing her residency and releasing albums, that's rather respectable that she's worth a shitload and didn't have to venture into other mediums to do so.

And I'm saying that Whitney was never, at any point, some savvy businesswoman. She was never concerned or thinking about amassing the most wealth or building a brand.
Really, her career was already done before 2000.
To be honest, I suspect she only "came back" to music in 2009 because she was getting to the critical stages of brokeness.
