Yeah pretty much. Although it really isn't made a big deal here either, since Native Americans along with Asians and Arabians are pretty much "accepted" groups to discriminate against in American society.

To some extent it's a form of appropriation depending on how it's executed. if you're using for comedic effect or for the advancement of your own personal desires then yes it is.
However if you grew up around it and that's what you know as being apart of the environment then it isn't.
