No, they wouldn't have - the rule was only in effect beginning last tracking week, and would not retroactively affect instant grat delivery of Shake It Off. Only the preorders that actually happened last week - likely about 20k or so - would affect SIO's total.

I'm glad preorders don't count as someone said already iTunes shouldn't even count them because they fool us and make us think a song is selling way more than what's actually selling. If iTunes would'nt count them this wouldn't even be a problem.
