Surely Billboard should now issue a statement explaining that the rules have changed? Without a statement then people will make false comparisons with sales before and after this rule was implemented. In other words if someone were to compare OOTWs numbers with the numbers for Jason Aldean's promo singles, then you would not be actually comparing like with like.

I don't think Billboard had anything to do with this. That article said that Soundscan was no longer including instant grats in their final total reports. Billboard is just reporting what's been given to them.
