It makes total sense as a safety net to try to maximize the likelihood that the defendant suffers some consequence for any wrongdoing since you can be found not guilty in a criminal case and still have judgment rendered against you in a civil suit arising from the same charges.
That being said -- I am not really sure what the incentive would be for someone to not go ahead and press criminal charges against somebody unless they were concerned that the D.A. might not feel there was sufficient evidence that would compel them to file a criminal complaint which could potentially serve to undermine the credibility of her case in civil proceeding.

If she doesn't have sufficient evidence, then that would be the only reasonable explanation as to why. But from what's been reported, she does have sufficient evidence. I just don't understand why she doesn't do it. I mean, I do get it, she simply wants out of the contract and nothing more. But I think she should want more if he's the monster she says he is. She's letting her fans criminalize him instead of the system. It's only right that if he did a crime against her and she has proof of it, that she press charges.
