Nobody takes Jay-Z seriously as a rapper anymore, though, and they haven't since 2003. His legacy as a rapper hasn't been tarnished or anything but I don't think people really see him as a "rap legend" even though he definitely has the accolades and longevity.

One of them wasn't even released in the US to chart, and Most Wanted was promoted like a standard studio release.

I've stayed a Drake fan for all that time because his music is always great. He's one of the most consistent artists around while keeping it interesting and varied at the same time.
