Yes Japan has a problem with the way they treat female characters in Anime although not all animes are like this fortunately :P. Black Bullet although set up like that didn't do anything with it really.... but it would have made more sense if the kids with the diseases thing were both boys and girls, but seeing how the storyline made it all girls probably shows the mentality Japan has. not only the main duo, but the other ones especially, most of them are tall, muscular and look like rapers
and good point on the feminine submission btw, I can think of a few older examples (mostly harem animes) and that's something I'll be paying attention on future animes
