probably this year tbh but

this has less to do with SIO's massive WW success and Taylors stellar album sales

and more to do with her respect as a musician within the industry, her expanding business ventures and leadership

As I said in my other post. If it is based soley on sales in preceding 12 months then Taylor wins this over Beyonce in 2009. So obviously there are other factors involved or Beyonce would never have won this even once.

So Taylor wins this for the second time, and still only 24.

She will probably be winning this multiple times over her career unless everyone else stops failing to go 4 Plat.

Like you said, this is about sales. And Bey has sold more. Taylor hasn't released her album yet and there are female songs that sold more than Shake It Off this year.
This is just very weird. I'm sure no one in your stanbase even thought about it. But I'm sure Billboard has an explanation that will be published soon.
Right now, this feels like a marketing tool for Billboard to sell more copies of their November issue.

Tbh. WSJ, her dropping country was huge shake-up for US music industry. We are already seeing the effects- Blake, Lady A etc. all debuting like 50% less than predicted. Was it because of Taylor? We can not be sure. But there is a goood case for it. Hell, even her walks in and out of her NY apartment were more relevant than some music careers.
