Pre-ordering really is a new factor to be considered, regarding promotional singles or second single release. But it didn't change the fact that even we (not some new fans who won't pre-order before listening to more songs) pre-ordered 1989, we did NOT listen to it before release (this is a truth nobody can challenge), so we still need promotional singles of second single before October 27th.

The reason why I think the (officially) over-hyped songs will NOT be released before album release:

If you are curious about those songs, buy the album.

The new music to be released must be some high quality song (most likely fans, not the others, already highly acclaimed), if it's the second single, there will be some negative impact on the single sales because of the album release.

About the new music to be released, in my view, the closing track 13, Imogen Heap collaboration, fulfills the above criteria: highly acclaimed by the fans who have listened to it, not officially over-hyped, we even don't know the title of it. And it was supposed to be very different from Shake It Off, which is a good thing for attracting more new fans, under the situation of the huge success of the latter.
