Well remember that was her strategy in ths very beginning on Country radio. Shd did a 6 month tour by car anc van etc to all the country radio stations and met all the d.j.s, even in remote areas.

I actually thought of that earlier. Considering 1989 is her debut album as a pop artist, doing the same strategy makes a lot sense. Genius.
