Rated R is still very obviously a singles/filler album with a few gems in the filler, just like all Rihanna albums.

While I agree that Rihanna is notorious for fillers on her albums, Rated R is her most conceptually driven album. It created at new, edgy image for Rihanna...one that she needed to break away from GGGB. Loud would not have been as successful, if she hadn't made Rated R.
