I actually wouldn't lay the blame on Katy since she's partly responsible for writing the melodies and arrangements.

The issue with a lot of the potential singles is that the production either isn't right for the song or sounds dated.

So maybe she should just do a re-release with remixes--remixes of four of the five singles and new, radio-friendly remixes of two of the remaining potential singles.
