it really is different for every person. Those people probably used they because they weren't 100% sure what the trans person would like to be called, and it's best to not assume just by looking at their outward appearance. The best way to know what to say is really just to ask, they shouldn't be offended because you're actually taking the time to be respectful of what they want. I know it can be difficult though, I used to work with a ftm trans person, but even though they dressed like a boy and acted like a boy they still went by their female birth name and because they hadn't gotten surgery yet, they would still use the female restroom. I never knew what to call them and was always worried about offending them but they didn't seem to mind either way.
tl;dr there's no one right answer, if you're unsure ask the trans person what pronouns they prefer
