It says more about Gaga that her touring success came so early in her career and that people continue to buy tickets to see her with or without smash hit singles. Katy succeeding does not negate Gaga's success. In addition, I emailed Billboard about Katy's grosses and her team is inflating them by including merch sales, something Gaga has never done.
