It is better, the setlist is better, the dancing is better. If you really think Britney danced better in Circus tour you are god damn delusional.. she walked the entire tour, yes she had few nice breakdown but that is all. The production was amazing thought! And i think you mostly liked it because she has better outfits and was younger. Because the dancing was not better lets not.
She dances OK on POM, at least it is dancing. Yes they are lackuster perfromances ( Womenizer, Boys ) but still not like 80% of Circus tour
