It peaked so low because it was released in December with huge competition and "Wind It Up" did not perform that well and was also released very shortly before the album. Sales picked up significantly later on with the release of "The Sweet Escape", which was one of the biggest WW hits of 2007, and the album is certified Gold, Platinum and Multi-Platinum (Australia, Canada, Russia) all over the world. MediaTraffic confirms sales of at least 3 million copies if you add up the individual weeks

And then sales in the 7 years after 2007, plus countries MT does not count add up to 3.5m-4m. It was absolutely a successful era for Gwen, not a huge era, but a success.
