Circus has about 5 million audience. So the song probably needs over 300 thousand downloads. Since Womanizer broke the record for a female with 286,000, it's...possible, but this is the second single, which usually doesn't sell as well for Britney. And it seems unlikely she would break the same record twice in the space of two months.
Also, the last non-American Idol single to debut at no. 1 was exactly ten years ago.

It has 5 million audience, but 10 million is very doable if it keeps a good daily addition to it's total. But it'll have to do 300k+ to even be #1, so I doubt it'll happen.
As for the second single, in the past she hasn't done better with the second single, but "Toxic" obviously did way better than "MATM". "Piece of Me" sold more than "Gimme More". Now "Circus" has it's video coming out this week, just in time to boost sales, PLUS the performance of it Tuesday. Not to mention everyone is talking about it.
I don't think it will debut at #1, but the possibility is there.
