But they didnt know Frankie would win. What they DID know is that Frankie was a huge target this week. So this was a good back up plan should Frankie not have won HOH. Even now that he did win HOH he can still play in the next HOH so he isnt really worse off than he was before thursday.

Plus this weeks noms were alliance decision so he's not got blood on his hands. I just hope they dont reveal the twist until after they vote to evict somebody cuz they may try to make sneaky big move and get a big fish out.
