Let's be real: without offending anyone, there were two questionable single choices this era. That other one that everyone seems to love except for a certain fan group is just as spectacular as some of her biggest hits, and it didn't measure up chart-wise because of (1) timing, and (2) poor post-production and editing of visual promotional vehicles.
That aside, she's still the biggest pop star in the world right now, and anyone who says otherwise is seriously delusional. As her career progresses, she and her team are going to make mistakes along the way. Pressure comes with popularity, and pressure can lead to self-doubt and second-guessing. Not to mention, when extremely popular artists release a new single that broadens their demographic reach tenfold, and it's so good that they set a new bar for themselves, they are forever held to that standard of quality.
At the end of the day, massive hits and small misses are, at this point in her career, no big deal. Will she be an automatic add for radio anymore? No. But when she's on her game, which is most of the time, radio will be there in a heartbeat.
