I suppose I just don't really understand your argument.
1) Dark Horse did not overshadow Roar.
2) Roar seems the "obvious" choice for the lead single: conforms to her sonic identity as an artist, safe, universal, and undeniably catchy.
3) Given her history, Dark Horse seems like it was conceived as the E.T. of the album, different from the pure pop smashes and nice to keep around as a guaranteed multi-format smash to be released either when the album started to stumble or once she'd used up the lesser hit singles, which is exactly what they did.
