In the US, Black Fridays is well known for its reasonably reduced prices on Black Friday the day after thanksgiving.

So many artist reduce their albums down to $5 following that same tradition to be competitive and also boost sales. It's smart marketing. Most people would by an album of let's say 18 tracks for $5 if they knew it was for one day only vs. the regular $15 any other time
Billboard counts albums as long as they are sold at either $3 or $5 and above. I forget the number.
After the Gaga stunt, they reinforced that rule.
