It's clear Katy doesn't want to promote or replicate Teenage Dream's success even though she could closely reach its success. With Roar -> Dark Horse -> Legendary Lovers -> Walking on Air she already had 4 #1's on lock, but as the era has lost some steam already, I don't think LL & WOA could still be #1 hits but they really deserve that spot
I'm fine with this being a top 20 smash, I never it expected this to smash in the first place hihi
